Good as New! Finland to Buy Second-Hand Howitzers From South Korea

Finland’s Ministry of Defense, which has been suffering from budget cuts, has been discussing the procurement of second-hand military equipment with South Korea in order to update its forces in the most cost-effective manner.

Finland’s ambition is to update its rapid response forces, which can be deployed quickly. The purpose of the future contract is therefore to enable the support for the operational troops with artillery equipment that features both a long range and good mobility on rugged terrain and on roads. The South Korean hardware is set to partially replace obsolete artillery during the 2020s and 2030s, Finland’s Defense Ministry reported.

By its own admission, the Finnish army has studied the supply and prices on the international market for both new and used 155 mm self-propelled artillery systems, and is currently pondering the acquisition of South Korean K9 Thunder artillery pieces.

According to the Defense Ministry, the K9 Thunder artillery pieces are suitable for military training and appropriate for the Finnish conscript army due to their cost-effectiveness. The Finnish Defense Ministry believes that the Korean ACS will provide the necessary performance at minimum cost. Negotiations are still underway, which is why no details of the transaction have so far been disclosed.

The K9 Thunder is a South Korean self-propelled 155 mm howitzer developed by Samsung Techwin for the Republic of Korea Armed Forces. The development program of this howitzer has been underway since 1989. The South Korean Army received its first batch of K9 Thunder units in 1999.
The list of current K9 operators includes India, Poland and Turkey. Among other European nations, Denmark is pondering the prospects of acquiring K9 weaponry.

Last year, Finland’s Defense Ministry was instructed to develop a plan for saving the funds it was allocated. At present, savings of 60 million euros are planned for the 2016-2020 period. The savings are expected to be made possible through staff cutbacks and the reduction of working hours of staff involved in logistics and management. The Defense Ministry also expects to reduce the flight hours of McDonnel Douglas F-18C fighters and Airbus NH90 helicopters, as well as the cost of recruit training.

Earlier this year, the Finnish army was reported to have joined the so-called Nordic Combat Uniform (NCU) project from 2020, in a move to give Danish, Swedish, Norwegian and Finnish troops the same outfits. The collaboration is expected to yield significant savings.

India’s Ministry of Defence (MoD) has completed price negotiations with the Indian private-sector company Larsen & Toubro (L&T) for the supply of 100 modified South Korean K-9 self-propelled howitzers (SPHs) for around USD750 million.

Industry sources said the tender for the K-9 Vajra (Thunderbolt), which is an L&T-modified version of Samsung Techwin’s K-9 155 mm/52-calibre tracked SPH produced under a collaborative agreement, will now go to the Cabinet Committee on Security, headed by Prime Minister Narendra Modi, for approval before being signed.

The option for an additional 50 K-9s is to be included in the contract, which is likely to be signed before the end of the current financial year, in March 2017.

Russian airframer Ilyushin has resumed the development of the Il-214 medium airlifter at its own expense. Previously, the plane had been co-developed with India under the MTA program, the company’s press office has told journalists.

A scaled model of the aircraft has been made, and the Central Aerohydrodynamic Institute (TsAGI) are gearing up for its wind-tunnel tests, using mock-ups of both the PS-90A and PD-14 engines,” the press office said.

The future aircraft will be powered either by two PS-90As or by a pair of PD-14s, with the latter’s flight tests having started last year.

The Ilyushin Aviation Complex has designated its future medium military transport aircraft development program as Il-214,” the press office concluded.

In January, Ilyushin Director General Sergei Velmozhkin told journalists about the program having been put on hold. According to him, the company expected “to clarify somehow” the future of the program by the middle of the year. There have been no official statements about the cause behind the suspending of the Russian-Indian program.

The Il-214 is designed to carry and air-land troops, their equipment, and cargo. It is to haul 20 tons of cargo at a distance of over 2,000 km. The aircraft is supposed to operate from unpaved and artificial airfields, including those high in the mountains.

Il-214 medium airlifter

The UAC Il-214 Multi-role Transport Aircraft (MTA) is a medium-airlift military transport aircraft which is being developed by the United Aircraft Corporation (UAC) of Russia, and Hindustan Aeronautics Limited (HAL) of India. The two companies began the joint venture in 2009, when it was expected that each would be investing US$300 million in the project.

The MTA was intended to replace the Indian Air Force’s ageing fleet of Antonov An-32 transport aircraft. It is designed to perform regular transport duties and also to deploy paratroopers. The aircraft is expected to conduct its first flight by 2017, and to enter service by 2018.

In January 2016, it was announced that the India’s HAL would no longer be involved in the project and that Russia would proceed with the project alone.

W-3PL Gluszec helicopter is a result of close cooperation between PZL-Swidnik, Polish Armed Forces and the Air Force Institute of Technology. The helicopter is in daily service of the 56th Air Base in Inowroclaw. Gluszec is the newest version of Sokól rotorcraft modernized to meet combat support standards. The helicopter is provided with state-of-the-art avionics integrated with the mission computer and with the equipment and armament (largely Polish-made) allowing it to fulfil a wide range of combat missions, i.e. CSAR, combat support, troop and cargo transport, convoy duties, surveillance and targeting, and air assault. The following armament systems have been installed on the helicopter: a remote-controlled gun turret, armed with a 12.7mm machine gun mounted under the nose of the helicopter, a double-barrel 23mm cannon in dispenser, NATO 70mm standard rocket launchers, MIL 1553 bus-controlled flare and dipole chaff dispensers, jammer of IR missiles, head-up display; moreover integration covered the existing armament, i.e. 57mm and 80mm rockets, air-to-air missiles, small diameter bombs. PZL-Swidnik developed and produced W-3RM Anakonda helicopter, which is in service of the Polish Navy. Polish seamen use six such machines and two W-3 helicopters in transport version. Presently Swidnik performs the contract for upgrading of five helicopters used by the Naval Aviation Brigade to the state-of-the-art maritime rescue version. As part of the performed modernization works, PZL-Swidnik adjusts the equipment to the uniform W-3WA RM standard. Transport helicopters will be also adjusted in the future to perform rescue missions. The contract also provides for training of the crews and technical staff. Anakonda helicopters have been in service of the Polish Navy for almost 24 years and have seen action in over 330 rescue operations throughout that time.

PZL-Swidnik is opening a new MRO center, which will use a specially adjusted facility with the area exceeding 4000 m2 to perform maintenance and repairs works for helicopters produced by PZL-Swidnik, including Mi-2, Sokól, Anakonda, SW-4, and in the future also other machines used by both Polish and foreign operators. The new facility is furnished with specialist equipment allowing it to perform all maintenance and repair works in a single place, improving the effectiveness and quality of the works, also by using new equipment and work organization. The F-2 support fighter aircraft is a multi role single engine fighter aircraft principally designed for the Japan Air Self Defence Force (JASDF), the result of a joint Japan and USA development programme. Overall, the FS-X is substantially larger than the F-16, resulting in a maximum take-off weight of 49,000lb, compared to the F-16C’s 42,000lb, although both are powered by the same 129kN (29,000lb)-thrust General Electric F110-129 turbofan engine. Other FSX structural-design changes include radar-absorbent material (RAM) applied to the aircraft’s nose, wing leading-edges and engine inlet, the use of titanium in the tail and fuselage, the addition of a braking parachute and a two-piece canopy reinforced against large bird strikes.

The primary difference, although less conspicuous than the structural modifications, between the FS-X and the F-16 is in the use of Japanese domestic technology for much of the avionics, including:

An M61A1 Vulcan 20mm multi-barrel gun is installed in the wing root of the port wing. There are 13 hardpoints for carrying weapon systems and stores: one on the fuselage centreline, one on each wing-tip and five under each wing. The stores management system is supplied by Lockheed Martin.

M61 A1 Vulcan 20mm

The General Electric M61A1 Vulcan is a 6-barrel 20mm cannon of the gatling-type. It fires standard M50 ammunition at 6,000 rounds per minute (rate selectable in certain installations).

The multiple-barrels cannon offers both advantages in firing rate and in barrel life. As the 6 barrels revolve, they proceed through the different stages of the gun firing cycle. Each barrel is fired as it passes through the top position, after which the spent case is extracted and ejected, and a new round is fed and chambered – all at different positions on the circle described by the revolving barrel. This means that the firing rate is multiplied by the number of barrels, as six barrels are being loaded in parallel. Furthermore, since each barrel is only fired at 1/6th of the total firing rate, barrel wear and tear is not increased. Major drawback is that ammunition is consumed at a vast rate, requiring large ammo magazines.

The gun is fed through long linked belts of ammo, and although the gun appeared from early on in the development to be extremely reliable, the unprecedented rate of fire caused severe problems with these belts. The links connection the rounds often bent, broke or stretched, causing the gun to jam. Furthermore, provisions had to be made to dispose of the links. As a result, development of a new linkless feed system quickly started. Inside the drum, the rounds (tips to the middle) are placed in a giant Archimedean screw which moves them into the conveyor belt feeding the gun. In the F-16 and some other installations (M61A1 installations are tailor-made to each aircraft type), the empty case is transported back to the drum via a second conveyor belt. Both conveyor belts are housed in strong flexible ducts, and are powered by the gun, as well as the screw inside the drum which is driven via a high-power flexible coupling.

Most members of the M61A1 family are driven by the aircraft’s hydraulic system, or (exceptionally) by the electrical power system. 35hp is needed to drive the gun at full firing rate, and barrels rotate anticlockwise when viewed in the direction of firing. The stationary breech housing has a deep elliptical slot in its inner wall in which run 6 cam followers, on the breech of each barrel. The followers are driven linearly in and out of the associated breech, successively chambering, firing and extracting the rounds. The breech rotor, to which are attached the 6 barrels, revolves inside the breech housing.

At the muzzle end, the 6 barrels are fitted in a clamp. This clamp can be replaced by other models, thereby offering a means to vary the barrel angles and create slightly different dispersion patterns. The inside of each barrel is provided with a twisted groove to give the rounds a spinning motion.

The AIM-7 Sparrow is a radar-guided, air-to-air missile with a high-explosive warhead. The versatile Sparrow has all-weather, all-altitude operational capability and can attack high-performance aircraft and missiles from any direction. The AIM/RIM-7 series is a semiactive, air-to-air, boost-glide missile, designed to be either rail or ejection launched. Semiactive, continuous wave, homing radar, and hydraulically-operated control surfaces direct and stabilize the missile on a proportional navigational course to the target. Propulsion for the missile is provided by a solid propellant rocket motor.

Guidance Section. The Guidance Section is a solid-state design. The Guidance Section is constructed modularly and includes a radome, tunnel cable to the control section, forward antenna, target and rear receivers, an embedded Missile Borne Computer (MBC), a radar fuze unit, and electric gimbaled motors.
Control Section. The control section consists of an autopilot and a hydraulic control group which provide wing control to guide the missile to the target and to stabilize the missile. An accumulator supplies the hydraulic power to move the wings in response to guidance command signals from the autopilot. In addition to circuits for processing guidance and stabilization signals, the control section also contains an AC/DC converter for adapting external power for missile requirements before launch.

 Variants

The Sparrow missile is a supersonic, medium-range, aerial-intercept missile that guides on Radio Frequency (RF) energy. Sparrow incorporates Electronic Counter-Countermeasure (ECCM) capabilities, also known as Electronic Protection (EP), to defeat countermeasures such as jamming. The Sparrow began as project Hotshot in 1946, and became operational in late 1953. Experience during the Vietnam war demonstrated it to be virtually useless against manuvering targets. A special AIM-7E-2 dogfight version was produced to overcome these shortcomings. Current configurations of the Sparrow missile include four air-launched variants, AIM-7M F1 Build, AIM-7M H Build, AIM-7P Block I, and AIM-7P Block II, and as many ship-launched variants, RIM-7M F1 Build, RIM-7M H Build, RIM-7P Block I, and RIM-7P Block II.

The AIM-7F joined the Air Force inventory in 1976 as the primary medium-range, air-to-air missile for the F-15 Eagle. The AIM-7F was an almost completely new missile, gaining ability from improved avionics that allowed the warhead to be moved to the front, allowing a bigger motor to be carried that has improved range.

The AIM-7M, the only current operational version, entered service in 1982. AIM-9L short-range Sidewindermain1

The AIM-9 Sidewinder is a supersonic, heat-seeking, air-to-air missile carried by fighter aircraft. It has a high-explosive warhead and an active infrared guidance system. The Sidewinder was developed by the US Navy for fleet air defense and was adapted by the U.S. Air Force for fighter aircraft use. Early versions of the missile were extensively used in the Southeast Asian conflict.

The missile’s main components are an infrared homing guidance section, an active optical target detector, a high-explosive warhead, and a rocket motor.

The AIM-9L added a more powerful solid-propellant rocket motor as well as tracking maneuvering ability. Improvements in heat sensor and control systems have provided the AIM-9L missile with an all-aspect attack capability and improved guidance characteristics. AAM-3 short-range air-to-air missile

The history of air-to-air missile [AAM] R&D in Japan started in 1955. The missiles are called the AAM-1, 2, and 3, the order in which they were developed. Japan has completed the development of the Type 90 AAM (AAM-3) with an improved turning performance, infrared counter-counter measures (IRCCM) capability and off-boresight capability. The AAM -3 is expected to replace the American Sidewinders, and the GSDF already fields the AAM-3. Lockheed Martin is responsible for the avionics systems. The aircraft’s digital fly-by-wire system has been developed by Japan Aviation Electric and Honeywell (formerly Allied Signal) under a joint development agreement.

This F3 replacement option eliminates platform Group A modification costs. Mitsubishi AAM-4

The Mitsubishi AAM-4 is a medium range air-to-air missile, it was developed by Mitsubishi Heavy Industries to succeed the aging American-made AIM-7 Sparrow. It entered service with the Japanese Air Self Defence Force in the year 1999 under the designation Type 99.

The active radar guided air-to-air missile has ECCM (Electronic Counter Countermeasure) capability, which allows it to lock on a target, even if this uses ECM, this capability results of the use of advanced semi conductor technology, which made it possible to mount a single signal processor on a small place in the missile.

The program for a new medium range missile for the Japanese Air Self Defence Force started in the year 1985, while Japan searched for a replacement for the aging AIM-7 Sparrow missile. Japan had two options, the first was developing their own low-cost, active-radar guided, medium range air-to-air missile and the second was to purchase the American AIM-120 AMRAAM; Japan decided to do both. In the year 1993 Mitsubishi Heavy Industries awarded a 15 million USD contract to develop such a missile. While the Technical Research and Development Institute (TRDI) managed the program, Mitsubishi Heavy Industries designed and developed the missile. Development finally started in the year 1993 and 50 missiles were ordered by then.

AAM-5The Mitsubishi AAM-5 (Type 04 air-to-air missile, 04式空対空誘導弾) is a short-range air-to-air missile developed and produced by Mitsubishi Heavy Industries for the Japan Air Self-Defense Force. Development of the missile as a replacement for the AAM-3 (Type 90) missile commenced in 1991 and it has been operational since 2004.

Unlike the Type 90 guided missile, the AAM-5 does not have a cannode. Instead, flight is controlled by a thrust vector controlled rocket motor and free-moving type control wings on the missile’s tail, which provides high mobility. The central portion of the missile has a long, thin strakes.
